Project Specialist (FT), Community Health Department

Position Summary:

Responsible for project management and developmental ground work with community partners leading to the establishment of a community NPO-operated residential substance use disorder treatment program for pregnant and parenting women and their children.


This is a one-year position with possibilities to apply for continuing permanent positions after the end of this project.




  1. Facilitates a project leadership team comprised of key Dartmouth-Hitchcock and community stakeholders and leaders to provide direction for this project.

  2. Collaborates with project sponsor and leadership team members to define and document the project charter.

  3. Ensures project objectives and scope are clearly articulated and shared with appropriate parties.

  4. With others develops project plans, metrics, deliverables, work plans, and tasks.

  5. Manages project communications and relationships with stakeholders.

  6. With others, identifies, assembles, manages, monitors and motivates cross functional project teams. Coordinates activities of all project staff to meet deadlines.

  7. With others, identifies assumptions, constraints and dependencies for the project.

  8. Other duties as required by the project.


Deliverables which this role will be significantly responsible in partnership with Leadership Team members and consulting experts include:

  1. Establishing a legal/organizational structure for the project.

  2. Developing a financial model to guide the start-up and ongoing operations.

  3. Developing clinical, referral, contractual, academic, and other partnerships needed to operate this program.

  4. Facilitating development of RFAs and grant proposals for start-up and early operational funding



Minimum Qualifications:

  • Bachelor degree in related field required. Master’s degree in Public Health, Project Management, Health Administration or a related field is preferred.

  • 5 years of project management or other leadership responsibility in a health system or community agencies is preferred.

  • Experience in fields related to substance use disorders, behavioral health, and/or maternal child health is helpful.  

  • Must have a strong sense of organizational commitment, customer orientation, performance focus and self-management.
