Position Summary: Provides strategic guidance and leads the operational team in carrying out core functions of assigned Sections.  Responsible and accountable for the strategic and operational activities for all sectional sites within the cardiovascular service line. Facilitates the integration and management of all daily functions of the sections to ensure optimal patient access and customer satisfaction. Encourages standardization of processes and procedures, and is accountable for system operations. 



  1. Identifies, develops, and implements initiatives that support meeting the Heart and Vascular Center/ Cardiovascular Service Line’s strategic, operational, and financial objectives.

  2. Understands D-H system strategic imperatives and takes leadership responsibility for the development and implementation of sectional strategic plans and tactics that support these imperatives and lead to successfully meeting service line objectives.

  3. Develops and executes an annual planning process for the assigned sections within the service line, which assess needs and opportunities.  Works with local and regional leadership to develop operational and financial plans to address them.

  4. Supervises the administrative leadership team of each assigned section in the service line with regard to all aspects of the daily operations.  Oversees clinical information systems, quality improvement, personnel, space and equipment, departmental policies and procedures, and financial management.

  5. Interviews and hires new section administrative leadership.  Evaluates the performance of service line administrative leaders, encourages and supports staff education, and fosters personal and professional development of all managers.  Maintains and promotes a harmonious work environment within the sections and handles performance problems up to and including termination. 

  6. Strategizes and plans to achieve the Heart and Vascular Center’s mission throughout the service line’s geographic sites. Responsible and accountable for financials, clinical operations, capital and operating budgets, and the smooth integration of physician practices at the D-H Medical Center, the Community Group Practices and the Affiliates.  Standardizes systems between sections and multiple sites where care is provided.

  7. Identifies and develops new programs or methodologies for delivering the service line’s services more effectively and efficiently. 

  8. Responsible for implementing business plans for areas of responsibility consistent with system and cardiovascular service line strategic plans.

  9. Develops and carries out a full range of financial management activities for the cardiovascular service line. These include supervising and/or preparation of the annual budget, monitoring sections' and service line’s performance in relation to budget, and developing strategies for improvement and/or the correction of deviations from budget.

  10. Provides leadership and direction for sections and the cardiovascular service line in maximizing revenues and minimizing operating costs/expenses by periodically reviewing patient billing, coding practices and compliance, fee structure, and the implementation of revenue maximization and cost control measures where appropriate.  Works across the system for consistency.

  11. Keep abreast of new developments in the ambulatory care setting – in particular, reimbursement and regulatory changes which may affect the operation of the service line.

  12. Leads or sponsors projects that include the identification, development and implementation of programs to enhance the delivery of effective and efficient ambulatory care.

  13. Facilitates a multidisciplinary approach to problem identification and resolution with other departments/sections at D-H for the service line.

  14. Assures adherence to institutional policies and procedures related to Human Resources, Billing, Outpatient and OR Scheduling, Referring Physician Communication Standards, etc.

  15. Facilitates processes to ensure appropriate utilization of services, high productivity, and delivery of quality patient care.

  16. Performs other duties as required or assigned.

Minimum Qualifications:

  • Bachelor’s Degree with 5 years of experience in health care administration, preferably in a service line setting, or equivalent in education and experience. 

  • Master's degree preferred.

  • Strong financial background required.

  • Excellent organization, interpersonal, oral and writing skills required. 

  • Exemplary leadership qualities. 

  • The ability to relate and deal effectively with physicians, administrators, support staff, and the general public with a high degree of tact and discretion required.
